Picnik
The free version has most of what we usually need to edit an image. For more features, you can upgrade to Picnik Premium
Phoenix
Phoenix is one of tools from Aviary. it is simple but have the ability to deliver key features you can find in image editing software.
Flauntr
Flauntr is actually a suite of several tools to edit and add more effects like adding text or other elements to the image.
